[macOS] Input method is disabled in designer for submenus

      Steps to reproduce the issue:
      1. Set system keyboard to Japanese
      2. Open Qt Creator designer
      3. Try to edit text of submenu

      Expected outcome:
      The system input method is used

      Actual outcome:
      US keyboard is used when editing submenu text
