Open Project dialog should respect default project folder

      The Open File dialog opened via "Open Project..." button in the Welcome view shows the Qt Creator installation directory. The default project folder would be a better place to look for a Qt project.

      Moreover the positions of Open Project and Create Project buttons on Getting Started and Develop tabs are not the same.
