Have good debian/ folder in the "mobile application" template

      Currently, developers have tons of problems trying to get debian packaging done for their Maemo apps. We should have a debian/ folder in place in the template so we have an easy place to point people to (easier than maemo.org wikis).

      Forum Nokia can provide the debian/ contents, we just need to get this thing started.
