App won't launch in debug mode on API level 16

      Tested NDK versions: 10e, 13b, 14b
      SDK 25.0.3

      Create any c++ application -> start debugging -> select emulator/device with API level 16
      The app waits for the debug socket to connects and times out with a response
      Connecting to remote server failed:
      Bogus trace status reply from target: timeout

      API level > 16 works fine.
