Regression: Find usages doesn't find all occurrences (with static method?)

Regression in master to 2.0 branch:

When searching for all symbols of a static method, invoking "Find Usages" on the implementation only finds the implementation and the header, but no usages outside. "Find Usages" on the declaration works.
