Qt kit selection is mandatory for non-Qt and non-qmake projects

    Description

      Non-Qt projects, by definition, don't use Qt and, AFAIK, CMake or Qbs project support doesn't require Qt SDK. However the Non-Qt project template (I've tried Plain C++ Application project template) doesn't create a CMake or Qbs-based project without selecting a Qt Kit.

      Qt Kit selection should be required only for qmake-based projects.
