debugging external application can start debugging the "default" application

steps to reproduce
(a) debug /bin/ls (as via debug -> start and debug external application)
(b) debug the default target
(c) debug /bin/ls again.

(a) and (b) work as expected (c) doesn't: it starts to debug the default target.
