Qt Quick Designer does not work with embedded kits

      When trying to edit the ui.qml files from this example:

      http://code.qt.io/cgit/qt/qtdoc.git/tree/doc/src/snippets/qtcluster?h=dev

      and when using a different embedded kit (for example Toradex Apalis iMX6), editing doesn't work because QML dependencies to QtGraphicalEffects cannot be resolved.
      The actual QML files are actually deployed in the sysroots however.

      Happens both on Windows and Linux.
