Android SDK management

      Since Android SDK tools version 25.3.0, there is not UI tool available to manage the Android SDK packages.

      Add SDK management UI to manage the basic Android SDK management.

      A user must be able to view, install and uninstall Platform packages with the binary images for a specific ABI.

      The SDK management tool shall be available only with SDK tools version 25.3.0 onwards. For older versions the 'android' UI tool shall be launched.
