Add an option to change the delay time when displaying tooltips

It would be useful to add an option to change the delay time when displaying a tooltip over the text (I mean the tooltip that appears, for example, when you hover the mouse on a method's name and it shows the signature of that method).

Personally I would like the tooltip to show much faster respect to now.
