Allow to move Locator

Most other editors I've used (Sublime, Atom, VSCode) show Locator on top of the screen. Some editors show pop-up with locator in the center of the screen (IntelliJ).

When working with stand desk, or using vertical display orientation QtCreator locator position has worst ergonomics.
