"Find Usages" enabled for nothing

    Description

      1. Open a source file.
      2. Place the cursor in an empty line.
      3. Right-click into this empty line and select "Find Usages" from the context menu.
        Nothing happens.

      When there is nothing that "Find Usages" could search for, the menu entry should be disabled.
