CMake: Not possible to set additional arguments that do not need "--" before them

      Can not set additional arguments to cmake from build steps.

      On windows CMAKE_BUILD_TYPE couldnt set from this variable. To change build type I must use command line options, but if i add any symbol to tool arguments, before the symbol, I see two dashes with space.
