Suggestion for CMake/Unix: Turn icecc off in project parsing phase

    Description

      In ICECC environments, project parsing can hang when cmake invokes the compiler for configure tests and hits on a broken host.

      This could be fixed by setting

       ICECC=no

      during the project parsing phase only.
