Debugging tools layout is changing all the time

      Before 4.8, debugging tools layout was stable, on the left was the callstack and on the right it was the breakpoints, threads, etc.

      On 4.8+ the callstack view & the breakpoints are changing positions every time when I start a new debug session. Even if I reset the view all the time, the views are keep changing positions ...
