Debugger doesn't think it's debugging; can't interact at command line

If I hit a breakpoint and then try to, for example, print some locals... the debugger complains "Can only evaluate during a debug session."

But it's IN a debug session; the "paused" indicator on the left in the attached screen short shows that. I can also see locals in the watch window.
