CMakeProjectManager: Qml Debugging always disabled by default

Steps to reproduce:

• create a Qt Quick Application from template - use CMake as build system
• try to debug the application with a breakpoint inside some Qml part which can be triggered

Current result: This fails as Qml Debugging is never enabled by default. User has to enable this on the Projects view

Note: If you do the same (create or open a project that contains Qt Quick parts) this works out of the box as Qml Debugging gets enabled in that case automatically.
