Cannot run an application (Failed to start program. Path or permissions wrong?)

Since commit at least cc6257e995 I cannot run an application anymore. Error message is shown: "Failed to start program. Path or permissions wrong?".

A quick debugging shows that the working directory is set to ${HOME}, and executable is called with a path relative to the build directory.

This is easily reproducible with a fresh CMake project.
