v4.10.2 goes unresponsive on Win10

    Description

      4.10.2 goes unresponsive for periods of 30 sec or more while idle when I click file menu button, and also frequently but at unpredictable times during text editing and debugging.  Startup show similar lag before GUI appears. 

      The dead time seems pretty consistent, suggestive of a communication time-out.

      Launching with -tcs eliminates this behavior but I have not been able to identify the setting at fault.
