Update Qt Creator's Clang/LLVM to version 10.0

Details

    Description

      Currently Qt Creator 4.12 uses Clang version 8.0.

      In the meantime LLVM Project has version 10.0 as release candidate 2.

      Qt Creator should aim to be in sync with LLVM Project.
