"Open Documents" panel should not have vertical scrollbar visible all the time

      The Open Documents panel has the vertical scrollbar visible all the time, even if the list of open files is not long enough to fill the space.

      This is inconsistent with the other panels, where the vertical scrollbar is shown, when needed.
