QtCreator Plugin Wizard github workflow

The .github/workflow generated files are fully outdated.

• workflow must be renamed to workflows
• the name build_qmake, cause it builds with cmake?
• The generated code for e.g. the qtcreator download and build wont work due to changed directory structure
  • (e.g. windows_x64 vs / windows_msvc2017_x64
  • additional meta information required (e.g. -rc1, -beta3) for testing against versions under development
• Build requires jom, but not part of qtcreator any more
• ninja should be supported for newest plugins
