clang-format plugin: Add checkbox to format only changed lines (requires scm)

It would be awesome when the plugin could only format all those lines, which are changed.

This will make diffs and mergerequests for project maintainers more readable, when most files aren't formatted correctly. Formatting a hole file of 600 or more lines for one change can confuse them.

This will require an scm system to be configured
