Telemetry plugins not installed on macOS with preview creator

    Description

      Install from staging server, select telemetry plugin for installation (allow usage statistics), select preview Creator 4.14.0-beta1 for installation and finish installation. See the install dir where the telemetry plugins shold be installed, released Creator has:

      /Contents/PlugIns/libUsageStatistic.dylib

      but the preview Creator doesn't.
