"Set up SDK" opens dialog windows behind the options dialog

When I select "Set up SDK" from the android device settings, a download progress dialog opens behind the options dialog.
I clicked that button about 5 times until I found it and then had 5 simultanous download dialogs.
These dialogs cannot get focus, so they cannot be cancelled, until closing the options dialog.
