[Reg 4.13->4.14] Missing "Run Environment" in the Base environment options for External Tools

      In the Qt Creator documentation, it says that I can select either the Build Environment or the Run Environment as my base environment for the custom external tools:

      Instead, The option "Build Environment" is duplicated (image attached). Neither works as "Run Environment".
