QML-only auto tests don't have build targets

    Description

      1. Open qtdeclarative\CMakeLists.txt
      2. Import build from C:\dev\qt-dev-debug\qtdeclarative
      3. Navigate to tests\auto\qmltest\pixel in the project tree and expand it; there is no build target

      Other QML tests that have C++ (like https://code.qt.io/cgit/qt/qtquickcontrols2.git/tree/tests/auto/qquickimaginestyle) work.

      In 5.15, pixel.pro looked like this:

      CONFIG += qmltestcase
