Debugging "widgets" are messed up

As per attached screenshot - the black "bar" with "Continue" and "Stop" debugger buttons is somehow too short and cannot be "dragged" with mouse to make it wider, also cannot be dragged to make bottom part for those stick widgets larger.

Also those parts are acting very erratically when starting debugging session.

When debugging session is ended -> the black bar returns to classic position.
