Selection in issues pane is wrong

The expanded selection doesn't match the active (blue) selection. It's always one above.

Also, the first line cannot be active. If I press up, the first line remains expanded and the second line is blue.

See the attached video. Mouse selection works as expected, but then I switch to the keyboard and the selection is misplaced. I press Up several times and it doesn't work.
