The Variable chooser opens centered over the widget (usually a toolbutton) from which it gets opened. If the the launching widget is near to the upper screen edge, it can happen that the Variable Chooser window sticks out of the upper screen edge, so that the title bar is not reachable.

At least, this happens on Window.
