Description

ToDo:

create a common base class for all project settings
Base class should have Combobox for choosing Global or Custom settings
Base class should have a link to the global settings
CheckBox Override global settings in place
Global settings set by default

ToDo in next tasks and discuss more:

Separate "Code Style" for different languages, add Python language
Export/Copy/Import for all settings
