Mouse wheel doesn't scroll when pointer over disabled button

      1. Open a project.
      2. Go to Projects mode.
      3. Place the mouse pointer over a disabled button.
      4. Try scrolling with the mouse wheel.
        Nothing happens.

      Since it usually works, it's confusing that the mouse wheel sometimes does not work.
