Shift+F2 does nothing

1. Open the C++ manual test project.
   It's tests/manual/cplusplus-tools/cplusplus-tools.pro in Creator's source repository.
   I configured it with a kit using Qt 6.3.0.
2. Open header.h
3. Set the cursor to the line

   int freefunc2(double);
   

4. Press Shift+F2.
   Nothing happens. According to the menus, this shortcut should "Switch Between Function Declaration/Definition".
5. Release the Shift key and press F2 a couple of times.
   Creator switches between function declaration/definition.

Seems like the menus show the wrong shortcut at least.
