Set up CMake build files such that .deb files can easily be created

Ideally, the result would be a cmake custom target, or anything else that can be used as a one-liner in a shell.

Also ideally, the OS shouldn't matter, if that's too difficult or impossible, target would be Ubuntu 22.04
