Unexpected jump after Ctrl Scroll

    Description

      When scrolling using the Ctrl key and up/down keys in the editor, the actual cursor caret should stay within the window so that when you move using up/down key after the scroll, you should stay within the current window position. As it is, you jump to where the caret was before scolling stared.
