[Shortcuts] ZoomIn function cannot be run from keyboard shortcuts

      Steps to reproduce:

      1. Open any file in the editor.
      2. Zoom it out using 'Cmd+ ' or 'Ctrl+' combination from the keyboard.
      1. Open preferences > environment > Keyboard, and create another combination for the same function. 
      2. Try to use it.

      Expected: The user should be able to zoom in the content.

      Actual: The user is not able to zoom in on the content using only the keyboard. The only workaround is to hold the Ctrl or Cmd and scroll using the mouse wheel.
