Remember where the progress bars were dragged to

Qt Creator 10 introduced draggable progress bars, which is great for un-obstructing buttons (e.g. QTCREATORBUG-28771, QTCREATORBUG-28592)

Unfortunately, the position gets reset when all the progress bars complete or if they're minimized. This means the buttons are obstructed again.

Suggestion

• Let Qt Creator remember where the bars have been dragged to
• Add a menu item (perhaps in View or Window) to reset the position?
