Add "open output in new editor" to External Tools

      Currently, it is possible to see External Tools output in the pane or replace the current editor selection.

      It would be nice to have the output in a new editor [1], e.g. for preprocessed code or for the output of code coverage tools.

      [1] Like File > New File > General > Scratch Buffer
