Improve the creation and maintenance of plugins

What is the benefit? Why is this valuable?

There is increasing demand to extend Qt Creator with plugins, especially in internal projects. Even though the creation of the plugin template is easy with the wizard, the actual implementation seems to require Qt Creator team expertise almost always. We need to allow MCU, Design Studio, Cloud CI, license server projects, and teams + our customers to create plugins more easily.
