project-specific indentation overrides broken

my global editor settings have "indent with spaces, tab width 4", while the project has "indent with tabs, tab width 8". the selected code style profiles contain the same settings redundantly.
the project settings are just plain ignored.
this happens for both c files covered by the code style and plain text files covered by the editor settings.
the global settings work just fine, so this is not an issue with converting the settings to clangformat ones.

toggling the clangformat config file override checkboxes doesn't change anything, which is consistent with no global or project-specific clangformat configuration file are present.

unloading the clangformat plugin does fix things.
