Relative line numbers are offset when the cursor is on the last line

Enable relative line numbers (relativenumber) and line number display (number). Press `G` to set the cursor to the last line.

Observe that the absolute line number is not shown.

Observe that the relative line number display is broken: line numbers aren't aligned to the lines and they are incorrect overall. The display is affected by the text zoom level.
