Steps to repro

1. In SCXML editor, insert a state (any, they all show this behaviour)
2. Press up, down, left, right arrow key

Expected

The state that I just inserted moves up, down, left, right by a small distance within the canvas. Its relative position wrt origin or other states already on the canvas changes

Actual

Instead, cursor keys scroll the entire view. The relative position of the selected state wrt origin or other states already on the canvas doesn't change.

It'd be nice if one could move the states around the canvas with the help of the keyboard, again because other vector graphic editors behave this way. It is somewhat inconvenient to have to reach for the mouse every time.
