Add *.ts file into the "New File" templates

      Currently Qt Creator's Wizards are able to create the project with some translations files (*.ts), but there are no possibility to create the new file for specified language. And user has to copy the existing file, patch it manually and add to project manually. It would be convenient to create these files using the "New File..." templates
