    Description

      The Welcome screen is rudimentary "reactive" in the sense that depending on the size, the visibility of optional elements changes.

      That code should also be active on startup, but it is not, anymore. As a result the side bar is half visible instead of being hidden.

      I assume that regressed after recent changing of initialization sequences in order to accelerate the IDE start up.
