Opening an html file (or I assume any "non-recognized" file type) does not respect the 'Display folding markers' option

    Description

      I have 'Display folding markers' disabled. When I open a C++ source file, or open a qmake project file in the editor, no folding markers are displayed. When I open a file that matches a Kate syntax highlight definition (.htm in this case), folding markers are displayed.
