Add tooltip for icons in state chart

Currently, hovering the icons in state chart doesn't show the tooltips, which is not really user friendly. Users would end up actually using the functionality to finally understand what it does. There should be tooltips for each icon so that the user can understand what it offers without actually trying and finding out himself.
