Add a setting for enabling qmlls.ini files to CMake projects

      Qt 6.7 CMake API got a new option to generate qmlls.ini files into the project source dir.

      There should be an equivalent setting in the project editor for applying the CMake variable set(QT_QML_GENERATE_QMLLS_INI ON) to opened top-level projects if they don't explicitly define it for themselves.
