[REG 13.0.0-beta1 -> 13.0.0-beta2] Missing links in Welcome mode

1. Start Creator with parameter "-tcs".
   You can't see links to "Get Started", "Get Qt" and so forth. At least that's the case on my systems with German UI. (No, I don't see their translated counterparts, either.)
   
2. Resize Creator's window, make it a little higher.
   The "Explore More" section with its links appears.

Those links are most meaningful to new users, so they should be displayed on first start, not only after the user interacts.
