Rearrange of external tools is broken

    Description

      In the environment settings, under external tools:
      If I try to rearrange some external tools (I have about 20 defined) the moved item is not moved, but the target item (before or after this item i want to place the moved one) is moved up.
      Also moving an item to a different group gives not the expected result.

      This bug occurs at least since Qt Creator 10.x
