[REG 12.0.2->13] Windows: "Add build library search path to PATH" does not out-of-the-box.

Qt Creator comes with a couple of manual tests that link for example against Utils. On Windows, it is necessary to have Utils.dll in PATH.

Run configurations have the "Add build library search path to PATH" checkbox selected by default.

When running a manual test, the application does not start:

If I uncheck and re-check the checkbox, the application does start!

This happens with:
